Local and regional government can make a large contribution to reducing the effects of climate change through the exercise of planning and regulatory functions.
Every year local authorities have to report to Government on the progress of the Home Energy Conservation Act 1996. Local Authorities also have a target to reduce energy consumption within the residential sector of at least 30%
HECA Report Writing Services
ecsc uses its extensive experience in sustainable energy to offer full HECA report writing service for Local Authorities across the UK. The service can include information gathering on energy efficiency activities from all sources operating within a local authority area as well as carrying out data gathering activities such as HECAMON mailings and telephone surveys.
Data Gathering Services
ecsc can offer Local Authorities comprehensive and robust analysis of all housing including privately owned and private rented in regards to home energy conservation through large data gathering mailings.

The results of the survey will enable the Local Authority to gain a better understanding of where in their area home energy promotional material should be targeted.
A detailed report on SAP ratings for each property is produced which enables Local Authorities to accurately report on their progress towards the HECA target.
